This method fetches subscriptions individually usingGET /subscriptions/{id}instead of callingSubscriptions - List, which paginates through all subscriptions.This is the core building block for the upcoming
--skip-subscription-discoveryfeature (#31939), which will unblock customers like Skillable whose tenants have 1M+ subscriptions causingaz loginto take ~30 minutes.This PR only adds the method and unit tests — it does not yet wire it into
az login. Follow-up PRs will add--skip-subscription-discoveryand--subscriptionparameters and route discovery through this method.Related issues: #31939, #14933, #13285
